ABOUT KELLY FOSTER
With over 38 years of federal leadership experience, I am the CEO and Founder of Motivated by Kelly, LLC, where I prepare leaders for the Senior Executive Service (SES) through targeted training, coaching, and development. My work includes conducting ECQ and executive resume audits, facilitating mock structured interviews, and delivering workshops to equip leaders for executive success. Previously, I served as Strategic Planning Officer, Executive Officer to the Commanding General, and Associate Director of Executive Staff at the U.S. Army Research Laboratory, where I directed enterprise initiatives, mentored staff, and advanced organizational performance. I currently serve as Co-Chair of the Senior Executive Association Federal Engagement Community of Practice, 1st Vice President of the Aberdeen Proving Ground Community Spouses Club, and Lead Facilitator for Project Opportunity’s Entrepreneurial Business Planning Course for Veterans & Military Spouses. An MBA graduate, Chief Operating Officer program graduate, Certified Leader Coach, and Project Management Professional (PMP) with certifications in continuous process improvement, I am committed to developing the next generation of leaders prepared to meet tomorrow’s challenges.
