Senior Program Development Director of self-funding clean energy projects (energy conservation, water conservation, and renewable energy generation and storage). ENGIE is the premier provider of solar to the Bay Area\'s public sector agencies. OPTERRA is formerly ENGIE Services US, OpTerra Energy and Chevron Energy Solutions.During project development, Kelly works closely with public sector executives, ranging from city managers and County CAOs, to Counsel, finance/budget directors, public works / general services directors, as well as mayors, council members, and member of boards of supervisors and directors. During project execution, she provides project visibility with jointly-developed press releases and events such as groundbreakings and ribbon-cuttings. She keeps projects on track with periodic status meetings to ensure that project objectives are being met and the client is happy with implementation quality and progress. She remains involved in post-construction years to ensure projects are performing financially as promised. These clean energy projects are sometimes known as \"Performance Contracting\" or \"ESCO\"(Energy Services Company) projects.

ABOUT KELLY FERGUSSON
As a clean energy executive, Kelly is responsible for coordination, supervision, and overall financial management of a wide portfolio of local government projects. Prior to her clean energy work, she spent 15 years as an independent consulting civil engineer specializing in linear utilities capital asset management and mapping. Earlier in her career, she worked as a facilities engineer and construction project manager with increasing levels of responsibility for McDonnell Douglas Corporation. In parallel with her professional career, Kelly served 16 years as a volunteer public servant including 8 years as an elected official and 8 years as an appointed official. Kelly served as an elected member of the Menlo Park City Council from 2004 to 2012, and as Mayor in 2007. Signature accomplishments included recruiting Facebook\'s global headquarters to Menlo Park (2010), and as a personal initiative as mayor in 2007, the move of Tesla\'s headquarters and assembly facility to Menlo Park (2007). Also as mayor, she spearheaded that City’s extensive climate protection efforts, including signing the U.S. Mayors’ Climate Protection Agreement, convening a Green Ribbon Citizens’ Committee, completing a greenhouse gas (GHG) emissions inventory, initiating development of a Climate Action Plan, and implementing numerous specific measures to reduce climate pollution. Kelly\'s board service is extensive, with service as a board member/director of 16 regional public agencies, comprised of ten public agency boards, a public agency commission, a state-wide policy association, one water utility company board, a non-profit, and the board of one professional industry association. Participated in multiple Labor Contract negotiations with variety of Labor Unions from Police to Teamsters to lineworkers in Service Employees Int\'l (SEIU). Relations with Building Trades unions were critical during approval of the $0.5B US Menlo Gateway project, and the $4.9B US Hetch Hetchy water system infrastructure project (see BAWSCA).For her Ph.D. she studied the quality and performance of large industrial facilities. She has several publications in professional journals. Kelly holds three degrees from Stanford University, including two Civil Engineering degrees: an MS (Infrastructure Planning and Management) and a PhD (Industrial Facility Quality).
