I am an experienced government contracts attorney, specializing in litigating federal procurements with DoD and civilian agencies (both bid protests and claims). I also have broad experience in ethics, fraud, and regulatory and compliance counseling and risk assessment, internal investigations, mandatory disclosures, government enforcement actions, the False Claims Act, and complex litigation, with an emphasis on federal contracts, grants and cooperative agreements.    Represent contractors in bid protests of contract awards before the Government Accountability Office, the Court of Federal Claims, the FAA\'s Office of Dispute Resolution for Acquisition and the Court of Appeals for the Federal Circuit- Prepare and litigate claims to recover amounts due from the federal government before administrative bodies and Boards of Contract Appeals- Represent contractors in fraud and regulatory compliance investigations performed by agency inspector generals and defend against fraud-related litigation and allegations, including under the False Claims Act- Handle internal investigations, voluntary and mandatory disclosures, terminations for default and convenience and proposed suspensions and debarments- Develop comprehensive compliance programs, including compliance training, internal controls, policies and procedures, company manuals, ethics hotlines and company newsletters- Provide counseling and assistance to small businesses related to participation in the SBA socio-economic programs, and provide counseling and assistance to large businesses related to teaming with or mentoring small businesses and managing small business participation goals and subcontracting plans- Counsel contractors on complex legal issues, including issues related to the FAR and DFARS- Review solicitations, contract clauses and required representations and certifications in the process of contract formation- Draft subcontracts, teaming agreements, joint venture agreements, mentor-protégé agreements and licensing agreements- Litigate disputes in the courts of DC and Virginia- Counsel clients in the area of technical data and negotiate data rights and software licensing clauses- Counsel clients on regulatory compliance issues, including the Service Contract Act and mandatory disclosure rules- Serve on the associate management committee, associate hiring committee, and associate evaluation committee.
