    The Travel Program Manager serves as the NSF authority on Federal laws, regulations, guidance and programs pertaining to travel funded by NSF. Manages the NSF travel program to provide the most efficient and economical travel services for NSF staff and guests who do business with NSF. Serves as the Contracting Officer’s Technical Representative (COR) for contracts in Travel Management (TM), which may include other contracts that are cross-cutting such as Financial System interfaces that service the entire foundation.Develops and maintains TM plans that include the scope and format of NSF travel programs and procedures for detailing organizing committees, monitoring expenditures/budgets, and reviewing administrative procedures and program progress. Develops the strategic plan pertaining to travel management operations, which includes setting goals, short-term and long-term planning, and the steps and resources required to accomplish the goals. Develops metrics to assess program performance, develops other criteria to evaluate and measure the effectiveness of program activities, and recommends improvements to section planning processes, performance, and organizational effectiveness and efficiency. Identifies and assesses customer needs, evaluates issues involved and develops long and short-range plans to meet these needs in a cost-effective manner that is compliant with travel regulations and policies, and oversees implementation and management of acceptable solutions. Develop a holistic outreach program.Supervises Federal employees who are engaged in TM program analysis, administration and execution, and provides oversight to a team of contracted support personnel. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, prepares schedules for completion of work, assigns work based on priorities and employees’ abilities, and monitors the work of the section.
