GCA is a statewide waste water treatment authority protecting and preserving Texas waters. GCA processes industrial and municipal water for reuse by environmentally treating waste water. It operates facilities in the tri-county area around the ship channel and operates a facility in Odessa, Texas. As HR Director, responsible for all HR activities for 160 statewide employees. Includes employee relations, wage and salary, benefits administration, recruitment and retention, compliance and strategic direction of the state agency. Also serve as GCA Public Information Officer and Business Development team member. • Established HR as credible, consultative partner in managing Authority business. • Revamped recruitment/onboarding processes resulting in more effective hiring practices, better fill rates, improved performance and reduced turnover. • Implemented rewrite of job descriptions, policies and procedures resulting in increased understanding of duties and responsibilities and improved performance. • Addressed Authority insurance/benefits plans and consolidated management of coverage with TWCARMF and 3rd party benefit providers, including full compliance with ACA. • Implemented succession planning and developmental training tools providing for continuation of effective operations due to retirements and attrition. • Reorganized Staff Services functions into a more effective unit and providing better internal and external customer service and efficiency.
