Keith Stern currently serves as the Senior Advisor to the House Democratic Whip,Katherine Clark (D-MA). With more than 25 years in the House of Representatives,Keith’s deep understanding of the intersection of public policy, House procedure and thepolitics of the House of Representatives has put him at the center of the most pivotallegislative fights of the last decade. This unique experience gives him the insight todevelop successful legislative strategy and maneuvering to pass and stop criticallegislation. Keith is a trusted advisor and counselor to Members of Congress on bothsides of the aisle as well as their staff. He also works closely with the Administration andthe Senate on both public policy and the legislative process used to enact these newpolicies.In his previous position as the Director of Floor Operations for the Democratic Leaderand then the Speaker of the House Nancy Pelosi, Keith advised the floor operationsstrategy and policy development and analysis for the Democratic Leadership. Keithworked closely with Democratic and Republican Chairs and Ranking Members as wellas with the White House and Senate leadership staff. Keith’s expertise in legislativestrategy and policy development played major roles in the enactment of majorlegislation such as the American Rescue Plan, the Inflation Reduction Act, theInfrastructure Investments and Jobs Act, the CHIPS and Science Act, as well as multipleresponses to the COVID pandemic and two historic impeachments, along with importantstructural reforms in the House of Representatives.In his current role, Keith advises on major issues facing the House of Representativesand the Democratic Caucus including the debt limit crisis and the appropriationsprocess. Keith was also directly involved in the floor strategy during the Speaker’selection that began on January 3, 2023.Keith moved to Washington, DC after graduating from Allegheny College in Meadville,PA in 1996, and he was hired by Rep. Lucille Roybal-Allard (D-CA) for his first legislativestaff position in 1997. In Keith joined the staff of Rep. Jim McGovern (D-MA),eventually being promoted to staff McGovern on the powerful Rules Committee andthen to Chief of Staff.Keith is a native of the Los Angeles area and currently lives in Washington, DC with hiswife, Cara, and his two children, Sandy and Colleen.
