Mr. Clinkscales has 20 years of experience in program controls, cost management, scheduling, risk analysis, system wide financial audits and reporting, including the setup of project controls systems and processes that enable better management of labor, materials, and other project costs. His project controls experience includes cost control, corporate accounting, administration, budgeting and finance within the public and private sectors, including power, government, education, and healthcare, and has 15 years of experience working on complex mega-projects. His areas of expertise include project budgeting, WBS setup, forecasting, risk analysis, change management, labor and financial analysis, resource planning, systems and procedures, variance analysis, cost reconciliations, supervision and administration, database and query analysis, equipment and construction cost analyses and job costing, and creation of master baseline schedules. Mr. Clinkscales has performed project controls work on projects that were procured through a variety of delivery methods including design-build, lease/lease-back, design-bid-build and job order contracting (JOC) and has worked as extension of Client’s staff.
