EDT is a government-contracted services business delivering public sector programmes through competitive tender in a highly regulated environment. I report to the CFO and work directly with the CEO, COO and the Board Audit and Finance Committee Chair. My role has evolved in three distinct phases.Building commercial finance from scratchI joined to create a commercial finance capability that did not exist. I designed the pricing models, bid finance frameworks and commercial governance that the business development function now operates to on every tender. I authored the first commercial finance SOPs, built a contract risk assessment methodology and scaled bid processing capacity from 1 to 2 large opportunities per month to 11 simultaneously.Transforming FP & AI inherited a basic reporting function and rebuilt it into a forward-looking analytical capability. I replaced static reporting with driver-based modelling, rolling forecasts and scenario analysis. I evaluated eight EPM platforms, selected Oracle EPM, wrote the board-approved business case and led the full implementation as project lead and budget holder, cutting the reporting cycle by 80% from 10 days to 2.Strategic finance leadershipI now lead Group-wide FP & A: annual budget, rolling forecasts, long-range planning, board and ExCo reporting and commercial strategy. Key outcomes: surfaced a £1.2m gross margin loss invisible in geographic reporting; built the restructuring case removing £6m from a £72m cost base; directed evaluation of £400m in new business opportunities enabling £200m in contract wins. Keywords: FP & A, financial planning and analysis, finance transformation, Oracle EPM, board reporting, CFO reporting, variance analysis, rolling forecasts, scenario modelling, long-range planning, commercial finance, business partnering, government services, regulated industries, CIMA

ABOUT KATYA TOLOCHKOVA

CIMA-qualified FP & A Director with over 20 years of senior finance leadership experience across FTSE 100 global organisations and highly regulated government-contracted services businesses.I specialise in three areas: transforming FP & A capability through technology and process change; delivering financial planning, forecasting and performance insight at CFO, ExCo and Board level; and building high-performing finance teams and communities across complex, matrixed organisations. At EDT I inherited a basic reporting function and rebuilt it into a fully analytical, forward-looking FP & A capability: replacing static reporting with driver-based modelling, rolling forecasts and scenario analysis, and leading a full Oracle EPM implementation that cut the reporting cycle by 80%. In parallel, I built the commercial finance and tender support capability from scratch, creating the frameworks, pricing models and commercial governance that the business development function now operates to on every bid. At British American Tobacco, a £25bn FTSE 100 business across 175 markets, I set group P&L reporting standards adopted globally and led strategic planning submissions into the Management Board.Core expertise: FP & A transformation, financial planning and analysis, rolling forecasts, long-range planning, scenario modelling, variance analysis, board reporting, CFO reporting, Oracle EPM, Hyperion Planning, driver-based KPI frameworks, business partnering, commercial finance, investment appraisal, government services, regulated industries.MSc in Artificial Intelligence, Computer Science and Mathematics. Actively interested in AI-augmented forecasting and the application of large language models to financial planning workflows.
