ABOUT KATIE DEODAT

Katie Laybourn is an aquatic resources specialist and biologist who has more than seven years of experience in the environmental field working throughout California. She applies her technical skills to conduct aquatic resources delineations, biological surveys, including habitat assessments, sensitive plant and wildlife species surveys, biological resources technical analysis, aquatic resources reports, drone surveys, environmental document preparation, and general technical analysis in compliance with the California Environmental Quality Act (CEQA). Katie has assisted clients through the regulatory permitting process by preparing and obtaining permit approvals from the U.S. Army Corps of Engineers (USACE), Regional Water Quality Control Board (RWQCB), California Department of Fish and Wildlife (CDFW), and US Fish and Wildlife Service (USFWS). Katie holds a USFWS Section 10(a)(1)(A) TE permit and CDFW Scientific Collecting Permit to survey for coastal California gnatcatchers. She is currently working toward securing USFWS Section 10(a)(1)(A) TE permit to survey for Quino checkerspot butterfly. As an FAA certified drone pilot, Katie has had the opportunity to explore the applications of this new technology for environmental analysis.Types of projects Katie has worked on include park development, biological baseline inventories, flood control projects, education facilities, energy projects, water infrastructure projects, private housing developments, industrial facilities, road widening projects, among others. She has worked with numerous federal, state, and local agencies, including supporting the County of San Diego in an adjunct staff role. With her background in aquatic resources delineations, regulatory permitting, biological resources, and CEQA environmental analysis, Katie brings a unique perspective to the projects she is involved in.
