Kathleen Clark practices law in Washington, DC, where she provides advice on legal ethics, government ethics and whistleblower law to individuals, law firms, government agencies and corporations. She has created ethics and compliance training programs for governments at the federal, state and local level, and has served as an expert witness in litigation involving whistleblower law and ethics.Clark brings both practical experience and academic rigor to her law practice. Her government experience includes serving as Special Counsel for the Attorney General of the District of Columbia, where she wrote an Ethics Manual for the District’s employees, advising the Chairman of the U.S. Senate Judiciary Committee on issues of white-collar crime, and writing a report on government contractor ethics for the Administrative Conference of the United States.Clark is Vice-Chair of the D.C. Bar’s Global Legal Practice Committee and is a member of the Rules of Professional Conduct Review Committee. She serves on the boards of the Association of Professional Responsibility Lawyers and American Oversight, and previously was on the boards of the Government Accountability Project, a whistleblower protection organization, and Servicemembers Legal Defense Network.Clark has written extensively on ethics and corruption in academic journals and the popular press, and her writings have been cited in hundreds of books and articles.
