I’m Katherine Williams, Vice President at McAllister & Quinn, where I help innovative organizations secure transformative state and federal funding. Over the past decade, I’ve led teams that have brought in over $1.5 billion for clients across biotech, energy, and advanced technology—developing competitive, high-impact proposals that align cutting-edge science with public-sector priorities.I specialize in complex, high-stakes grant strategies that require not only technical precision, but also deep knowledge of government systems, regulatory compliance, and cross-sector collaboration. From startups and research institutions to large public agencies, I work across the full lifecycle of funding—from opportunity analysis to award management—to help turn bold ideas into sustainable outcomes.Prior to joining McAllister & Quinn, I led major organizational assessments for public agencies including UCLA, LAX, LA Metro, and LA County Public Health. I also served as Co-Project Manager for the Citizens’ Commission on Jail Violence, overseeing a 60-attorney legal team and leading one of the largest investigations into jail reform in LA County history.Earlier in my career, I worked in political strategy and federal policy, with roles at the White House Office of Management and Budget, the Brookings Institution, and on several high-profile campaigns and ballot initiatives.I hold a B.A. in Political Science from Wake Forest University and a Master of Public Policy from UCLA Luskin. I was also honored to serve as a Hoover Fellow at Stanford University from 2012 to 2014.Driven by the belief that science and strategy go hand in hand, I’m passionate about connecting mission-driven organizations with the funding and partnerships needed to drive real-world change.
