Collaborate with interdisciplinary team of engineers, economists, programmers, and attorneys to develop and maintain EPA’s analytical capacityConduct technical and policy analyses to support regulatory development of several CAA regulations (including RCU, MATS) that consider legal authorities, economic criteria, and technology deployment, such as:Conducted a unit-level cost approximation analysis to quantify the extent to which the 2011 MATS compliance costs were overestimated by creating a database with data on all retrofits on all coal and oil fired EGUs subject to MATS from 20••••16 and associated cost estimates for those retrofits for each unit. Used this data to prepare calculations that approximated the potential magnitude of the compliance costs that were projected in the 2011 MATS regulatory impact assessment (RIA) but never realized because the units either did not install the projected retrofits, or retired. Develop analytical tools that support design and implementation of EPA regulations Draft and review relevant sections of regulatory documents, such as rule preambles, technical support documents (TSDs), and response to comment documents (RTCs). Clearly and concisely present findings from various policy analysis that support the regulatory action.Support promulgation of several CAA regulations Develop training material to orient new analysts and non-modeling stakeholders (including EPA managers) to Integrated Planning Model (IPM) documentation and data
