ABOUT KARLEEN MIRADOR HAINES

I am a mission-driven nonprofit executive with over 20 years of experience leading organizations at the intersection of health equity, disability advocacy, and human services. My work has spanned statewide and national initiatives, with a focus on advancing systems-level change that centers the voices of people with intellectual and developmental disabilities (IDD).As the Chief of Advocacy & Member Engagement at Partners Health Plan/Care Design NY, I lead cross-functional teams in managed care operations, member engagement, government relations, and strategic communications. I’ve designed and executed statewide advocacy frameworks, overseen regulatory compliance with CMS, NYS DOH, and OPWDD, and helped drive measurable improvements in care coordination, satisfaction, and access for underserved populations. In prior roles, including Director of Care Coordination and Director of Vocational Training, I led multi-disciplinary teams supporting thousands of adults in inclusive employment, long-term care, and community integration. I have consistently built partnerships across healthcare, state agencies, and the nonprofit sector to ensure program outcomes align with both mission and impact.I bring to the table deep experience in board engagement, risk management, workforce development, and organizational transformation, alongside a genuine passion for equity, access, and mission alignment. I welcome opportunities to collaborate through strategic thinking, inclusive leadership, and purpose-driven outcomes.
