As the Principal Engineer of the Special Projects and Gateway Team, I oversee a range of projects such as recycling centre developments, flood alleviation schemes and highway infrastructure improvements. I work alongside a diverse team with a wealth of experience in engineering specialisms along with the Gateway Team who provide support to EDG in the form of programme structure, technical administration and leadership direction. I am also the manager of the Minor Engineering Framework, ensuring contract delivery for the department, liaising with local contractors via forums whilst providing advice on projects when required.I am also still the Project Manager on the Dinan Way Extension, with construction ongoing until early 2026.

ABOUT KARL SNELL

I am a Chartered Civil Engineer with over 19 years experience working for Local Government. I have worked on a range of schemes around Devon, predominantly in the highway and environmental sector. I currently work for the Engineering Design Group at Devon County Council, helping to deliver quality and cost efficient projects.I have achieved First Class Honours in both my BSc Honours Degree in Civil Engineering from the University of Plymouth and MSc in Road Management and Engineering from the University of Birmingham. I am a qualified BSI:ISO9001 Auditor, ICE Mentor, IHE reviewer and member of the IHE Southern Branch Committee.I am an accredited NEC4 Project Manager and have managed a wide variety of schemes, most recently the £6.5m A382 road improvement works in Newton Abbot. I have designed the road geometry and drainage on various schemes around Devon. Most recently the MRN Scheme in Newton Abbot, a £35m project to improve the local road infrastructure for businesses and local residents.I am currently managing the delivery of the Dinan Way Extension in Exmouth, Devon. A £8m link road aimed to improve town connectivity and improve road safety. Works onsite are progressing with a completion set for Winter 2025Within my role, I also oversee multiple schemes of varying sizes through all stages of project life including surveying, design, consultation and construction. I am also the drainage/SUDS consultant within the EDG, advising colleagues about flood risk, hydrology designs and project risk assessment.
