About Karl Ensign
Living in the DC area since 1988, I have worked in both the public and private sectors evaluating and planning public health and social services and policies for states, territories, and tribes. My expertise includes a unique blend of experience in both the public and private sectors. From 1988 – 1994, I served as a senior policy analyst with the Office of the Assistant Secretary for Planning and Evaluation at the US Department of Health and Human Services (ASPE, HHS) overseeing planning and evaluation related to child welfare. Subsequently, I entered the private for-profit sector carrying out numerous human services evaluations and technical assistance projects in a competitive procurement environment. Currently, I am Vice President for Territorial Support at the Association of State & Territorial Health Officials (ASTHO), providing strategic direction, coordination and alignment of public health services and policies for the six Pacific and two Atlantic jurisdictions. Previously, I served as chief program officer for Performance Improvement, Research & Evaluation (PIRE) at ASTHO, in the private non-profit sector, helping to build the capacities of our 59 members. Specialties: Public health and human service agency program and policy planning and evaluation, and business process improvement. Technical assistance in strategic planning, evaluation, and performance management. Effectively managing grants and streamlining procurement and recruitment and staffing processes. Gap assessment. Performance measurement. Evaluability assessment and evaluation design.
