Joe is Technical Lead for Scenario Planning and Prioritization. In that role, he coordinates across CS’ national practice areas to ensure consistent leadership in these processes and products in multiple contexts, including statewide strategic planning, asset management, and multimodal planning.| Joe currently manages planning and asset-management on-calls with Massachusetts, New Hampshire, Rhode Island, and Vermont. He is Principal Investigator for NCHRP 23-35 on performance measures for program-level risk management. He leads or has led the improvement of the West Virginia STIP, the MassDOT Shared Travel Network Study, a TRB/AAMVA study on the future of the DMV, the Florida DOT Macroeconomic Analysis, and NCHRP\'s Scenario Planning \"Lite\" study.| Joe is leading the upcoming New Hampshire Long Range Transportation Plan, managed the Maine Integrated Freight Strategy update for 2024, and was part of the leadership team for Beyond Mobility, Massachusetts\'s Statewide Long-Range Transportation Plan,| Joe has led the development of Transportation Asset Management Plans in Massachusetts, New Hampshire, Rhode Island, and Florida. Joe supported NCHRP project 08-113 (Report 985) to develop guidance to better integrate performance, asset, and risk management at transportation agencies; NCHRP 20•••04) to develop a strategic plan and roadmap for Federally-funded research into risk and resiliency in transportation; NCHRP 08-151 to advance risk management at DOTs; and FHWA\'s Next Generation Performance Management.| Joe authored NCHRP Web-Only Document 226: Data Visualization for Transportation Practitioners. When he leads production of deliverables they are attractive, communicative, clear, and reflect well on his clients.
