About Justin Chan

Hi! I’m Justin, the Strategic Business Planning and Policy Advisor at Seattle Public Utilities (SPU) in the General Manager’s Office. In this role, I support SPU’s vision for a sustainable, resilient, and community-centered future by leading business planning, championing rate affordability, and driving inclusive service delivery. I work on our strategic business plan to ensure we meet our goals, keep rates fair, and deliver reliable services for everyone. I evaluate customer survey data and citywide information to help us improve services while ensuring our efforts are inclusive, equitable, and collaborative with the communities we serve.Before joining SPU, I served as the Community Outreach and Engagement Administrator at the City Manager’s Office in Bellevue, where I led initiatives to advance diversity, equity, and inclusion through outreach, engagement, and project management. I’m proud to have helped develop the city’s strategic equity plan, created tools for more equitable decision-making, and supported community resilience with projects like the Bellevue Data Equity Atlas. I was also instrumental in the development of Washington State’s Early Learning Facilities Grant program, which has invested over $216 million statewide and created or retained more than 13,600 early learning slots for children and families.I’m passionate about advancing equitable systems and fostering collaboration, and I’m excited to bring these values into my work at SPU. Outside of work, I’m honored to serve on the Board of Directors for the Chinese Information and Service Center (CISC), supporting local youth and families. When I’m not working, you’ll usually find me spending time with my family, scuba diving, or playing the cello.I hold an Executive Master’s in Public Administration and a Bachelor’s in Political Science from the University of Washington. I’m always looking for opportunities to learn, grow, and contribute to my community.
