The City’s Planning & Development (PD) department, required a comprehensive investigation on transitioning from its legacy, monolithic workflow system, towards a technology direction that improved operational effectiveness that served digitally savvy customers and staff- Consulted with senior leadership and key staff in PD and IT. Delivered the AS-IS assessment that summarized past influencing factors and gaps in foundational elements related to governance, land, and stakeholder management. The findings were consistent with expectations, and the description and visual depiction of the foundational elements’ gaps impressed the sponsors- Reviewed the City’s IT landscape and initiatives to outline a technology direction towards a composite solution, comprised of key platforms within the City’s portfolio, that provides a consistent user experience. To achieve the technology direction, the TO-BE roadmap contained initial. foundational initiatives outlining the refinement of a cross-functional, technology change management framework, detailed assessment & requirements, followed by iterative implementation phases that would cumulatively address the foundational elements’ gaps.
