   Director of the Contract Compliance Department of the Delaware River Joint Toll Bridge Commission (DRJTBC) in PA and NJ. My responsibilities include: That of the over $550 million of projects awards a targeted 25% is awarded and paid to IBEs (SBE, MBE, WBE, VBE, DBE, and DsBE), Planning, Developing, Administering, evaluating, and coordinating the implementation of the goals and objectives of the DRJTBC Program. In addition, direct the implementation of DRJTBC policy in areas such as educations, outreach, contract compliance, and sheltered markets and supervise the department staff. Conduct seminars, workshops, panel discussions and training sessions. As the Interim Transition and Efficiency Officer, in six months, I surveyed the top 21 executives, managers and superintendents of the agency and conducted interviews with four peer transportation organizations to identify areas to present ideas and proposals aimed at addressing identified issues of specific departments, providing recommendations to improve efficiency, and cost saving measures which were compiled into an Efficiency Report presented to Commissioners for their consideration. Prior to this job, I was the Director of Compact Authorized Investments and implemented and managed $46 million budget and was responsible for the construction of transportation related projects in 33 host communities of the DRJTBC\'s 20 bridges. Simultaneously, I have been a City Councilman of the City of Allentown, PA since 2001 and the President of City Council since March 2012 until January 2015 and the Vice President, now chair of the City\'s Budget and Finance Committee
