ABOUT JULIA K. BAEZ

I’m a systems-builder and unapologetic optimist working at the intersection of education, workforce, data, and public policy. As CEO of Baltimore’s Promise, I lead a citywide intermediary focused on one thing: helping Baltimore work better for young people. That means aligning public systems, philanthropy, employers, and community around shared goals — and building the infrastructure to sustain results at scale.Recent work includes:• Building a high-quality backbone/intermediary that aligns partners, funding, and accountability across youth-serving systems• Leading and scaling Baltimore’s citywide summer ecosystem, coordinating public and private investment to expand access and quality for thousands of young people annually• Growing CareerBound into a central, evidence-based postsecondary and apprenticeship pathway connecting schools, employers, and training partners• Redesigning governance with and for youth and community, embedding intergenerational leadership, shared decision-making, and data transparencyI believe optimism is a leadership choice — especially when paired with urgency, discipline, and data. I focus on building durable systems, not one-off programs.Baltimore is the proving ground. The work is hard. The stakes are high. Winning for young people is non-negotiable.
