About Judith Blackwell

Judith began her career on Wall Street as a structured finance attorney with Thacher Proffitt & Wood, a 200 year old law firm specializing in banking and finance law and a pioneer in structuring mortgage backed securities. Since then she has developed an expertise in project finance law through her work on Wall Street, and in environmental law through her work as Deputy Counsel for the New York State Environmental Facilities Corporation. Currently she is in the process of earning an LLM in Oil & Gas Law from Robert Gordon University in Aberdeen Scotland, and in June of 2013 was awarded a Post Graduate Certificate with Honors from Robert Gordon University for her work in the field of Oil & Gas Law.Previously, Ms Blackwell also had the honor of being appointed as Chief Financial Officer of the City of Atlanta. In this role she worked closely with the Mayor and other department heads to develop tactics to resolve a $40 million projected budget deficit and eventually move the City of Atlanta to a $35 million budget surplus. During this time, she raised over $2 billion of funding for expansion of the Airport and for Water and Waste-Water construction programs. She also spearheaded an innovative program to enable the city to recoup fees in order to finance remediation of the City’s storm-water runoff concerns by implementing a system of fees for property owners based on the proportion of impervious surface on their land. She also served as the CFO for the Port of Oakland, which includes an Airport, as well as the most active Seaport in the North West region of the country, and a major retail mall in downtown Oakland. Here she also resolved a $12 million budget deficit that existed in the operating budget and developed a long term plan for the Port in order to resolve its recurring budget problems on a structural level.
