Program Management Analyst and Contracting Officer Representatives for Expeditionary Sea Base Ships. • Manages the technical, operational and financial aspects of the Maritime Prepositioning Ships (MPS) such as Navy ships and commercial vessels under charter to MSC to support DoD worldwide afloat prepositioning and expeditionary requirements.• Develops overall strategic planning for assigned project including the development of long-range program plans and policies, goals, objectives and milestones. Such plans/policies entail comprehensive assessment of current sponsor and future DoD strategic planning factors.• Provides major input into the development of policy, plans and procedures to implement the effective operation of ships assigned. Monitors the operational capabilities and material condition of assigned ships and initiates action to ensure that ships capabilities are current with evolving mission requirements.• Analyze and evaluates status of assigned charter ship operation on a quantitative and qualitative basis for effectiveness in meeting program requirements.• Provides business and contract administration support and coordinate with the Contracting Office in developing an acquisition plan and schedules to meet sponsor requirements in a timely manner.• Planning, execution, accurate timeliness of maintenance, scheduling and budget information developing cost analysis, internal controls, economy of savings and organizational efficiencies.• Monitor the status of all assigned charter ships and provide routine updates to program staff, Military Sealift Command (MSC) operations department, and appropriate operational command and sponsor representatives.
