Represent the FAA and Agency Management in all facets of the collective bargaining process, both term negotiations and mid-term bargaining.> Negotiate, interpret and administer 11 Collective Bargaining Agreements on behalf of the FAA with 8 National Unions;> Analyze union initiated proposals related to procedures and appropriate arrangements (Impact and Implementation) bargaining, as well as permissive subjects of bargaining;> Develop and deliver CBA training for all Agency management personnel, providing guidance on the meaning and intent of the negotiated language.> Represent Agency Management in all third party labor disputes including arbitration, mediation, pre-arbitration review hearings with neutral hearing officers, Merit Systems Protection Board (MSPB) appeals, EEO hearings, unemployment compensation hearings and alternate dispute resolution hearings.> Assist FAA management in responding to grievances as they progress through the negotiated grievance process, ultimately resulting in binding arbitration;> Provide guidance to managers in determining the appropriate course of action for grievance responses, all performance and conduct based disciplinary and adverse actions, ethics and EEO complaints, Employee Assistance Programs management referrals and reasonable accommodation;> Analyze union initiated proposals as well as grievances, complaints, and unfair labor practices to identify systemic problems and recommend solutions;> Create and deliver Labor and Employee Relations presentations to management as well as the appropriate processes and procedures to maintain compliance with FMLA, FLSA, USERRA, OWBPA, ADA, ADEA, OSHA, and ERISA;> Develop and deliver briefings, project papers, statistical and staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations;> Oversee the FAA\'s administrative actions for any violation of the FAA\'s Internal Substance Abuse Program;
