Experience highlights:– Identifying, negotiating, implementing and closing local and international project planning, design, construction and financing for public and private infrastructure.– International consulting in preparing international bid documents for the governments of Argentina, Colombia, Peru, Guatemala, Mexico, Nicaragua, Panama, and Puerto Rico in relation with technical, legal and financial matters for infrastructure concessions to private companies, in order to attract foreign corporations and improve international financial market participation.– Re-engineering and improvement of public transportation systems along with related infrastructure for the Mexico, Panama, Puerto Rico, and Brazil Governments.– Expert opinions in planning and project management dispute resolution, assessment and evaluation of change orders and claims for the States of Michigan, Florida and Arizona.– Responsible for Program and Project Planning set ups for enterprises ranging from 20 MUSD to 950MUSD.– Consultant for World Bank Adjunct Professor at University of Michigan and University of Miami
