   Setting up the Program Requirements Management Framework and associated tooling to ensure full compliance with regulatory standards. Overseeing requirements across the project life cycle in alignment with FTA and FRA assurance processes, ensuring all requirements are tracked, validated, and implemented to meet operational and regulatory needs.Selected Ongoing Activities:• Leading analysis of contract documents and establishing information management strategies to support the collection and elicitation of inputs for baselining the Design Criteria Manual (DCM).• Extracting system and subsystem requirements from the DCM and technical specifications to develop the baseline HTP Program Requirements Database.• Conducting system-thinking analysis to derive the Hudson River Tunnel Systems Architecture and Systems Breakdown Structure (SBS). • Piloting selected tooling using a Model Based Systems Engineering (MBSE) approach covering: Library Management, Requirements Management, Configuration Management, Verification & Validation, Interface Management, Risk Management (safety hazards and SMART requirement analysis), third party integrations (BIM, P6, GIS, Asset Management, PMIS), and Change Management.• Developing the HTP Requirements Management Schema to support the elicitation and structuring of both technical and non technical requirements.• Developing and implementing the HTP Requirements Management Plan (RMP) across the full project life cycle while monitoring stakeholder adherence and compliance.
