About Joshua Woolley

I am a licensed Professional Engineer and a corporate functional leader with a passion for solving America’s infrastructure challenges. I have a strong track record of delivering innovative solutions for complex construction operations. In spirit, I’m still out on the job site innovating. I graduated summa cum laude from the University of Rhode Island with a BS in civil engineering. My career commenced with long-term assignments on major rail, marine bridge, and highway projects in FL, NC, MS, and MD. As a construction engineer, I specialized in support of excavation, critical crane lifts, formwork and falsework design, earthwork mass haul plans, and concrete methods including mass concrete thermal control. As I advanced in project management responsibilities, my engineering focus shifted toward the design of systems to solve significant data collection and analysis challenges on high value contracts. In 2012, I joined the corporate Project Controls “Center of Excellence” team, from a home base in Denton, Texas (DFW) expanding my focus to infrastructure projects across 19 regional business units. I was promoted to Director of Project Controls in 2015. In this role, I lead a team of experienced construction professionals to provide the tools, training, and expert services to help project teams plan effectively and continuously improve cost and schedule outcomes. We drive process rigor and deliver the operational insights that empower strategy at every level - from project information to enterprise improvements.

   Honored to direct the system of Project Controls for the company with a team of seasoned and talented construction professionals. The corporate Project Controls Team divides our efforts into four specialized aspects of Project Controls- Field Systems and Information Management- Planning and Scheduling- Job Cost and Forecast, and - Data Analytics and System Development. Our charge is to build organizational capacity in Project Controls with processes, tools, training, and services that compliment market strategies. We design, implement, and support enterprise solutions to meet the needs of decision makers for unbiased cost, schedule, and performance information. As self-performing general contractors, our processes start at the most detailed level of data gathering and data management with tablet-based systems for foreman-level electronic time cards, physical progress measures, and production review. The program of proactive and objective project controls culminates in portfolio-level dashboards fed from purpose-built systems through connected data environments.
