About Joshua Poore
I\'m a seasoned Technical Director, Program Manager, and team-builder. Presently, I manage a portfolio of mission-centered projects at the heart of the US\' innovation in Artificial Intelligence (AI), Knowledge Management systems, and Data-to-Decision Pipelines. Within this portfolio I lead and manage business development (lead to contracting) and execution management; I work closely with people-managers to staff project and cultivate talent. In my own projects, I lead engineering teams in developing next in kind approaches for developing, scaling and evaluating AI systems. Specifically, my work focuses on system observability (instrumentation and telemetry) and test methods deployable at the point of use. Throughout my career in the Defense and Intelligence, I\'ve developed extensive subject-matter expertise in C5ISR and TC-PED workflows. I\'ve leveraged my academic background in experimentation, systems neuroscience, and advanced statistics to keep me agile and on top of complex technology domains like AI/ML. However, mission is the lens through which I see application; for me, mission always leads product.

I manage the Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) portfolio at the UMD ARLIS. This includes managing business development, capture, growth, strategy and project execution management. Critical elements of my function are working directly with the USG in both technical and business capacities, coordinating staffing with Division Leads, financial forecasting with Executive Leadership, and mentorship to grow new technical directors and program managers.
