About Joseph Vulpis
I lead one of the most advanced technical rescue and emergency response training organizations in the United States. As President of the National Rescue & Response Institute (NRRI), I oversee nationally deployed, discipline-specific training programs supporting federal, state, county, municipal, and interagency response organizations across all 50 states. NRRI delivers operationally relevant instruction built for real-world environments, complex incidents, and high-consequence decision-making.Our programs are designed to move beyond outdated, check-the-box standards and focus on measurable readiness, interoperability, and risk reduction. Training is developed and delivered by senior-level instructors with extensive operational backgrounds, ensuring relevance to modern response demands and evolving threat environments.NRRI supports a broad range of public safety and government organizations, including fire and rescue agencies, law enforcement and TEMS units, military and federal teams, emergency management offices, and specialized task forces. We routinely work with agency leadership to design customized programs aligned with mission profiles, operational areas of responsibility, and compliance requirements. Agencies interested in hosting training or developing a customized technical rescue or emergency response program are encouraged to contact me directly.
