Provide strategic leadership for NYCHA’s Comprehensive Modernization (Comp Mod), Trust Modernization (Trust Mod), Hurricane Ida Recovery, and Waste Plumbing initiatives – 12 projects totaling nearly $2 billion in capital exposure- Lead and mentor a cross-functional team of more than 40 AECOM employees and sub-consultants while serving as a senior strategic advisor within NYCHA’s Asset & Capital Management Division and Comprehensive Modernization Department- Built and institutionalized NYCHA Comp Mod’s design-build governance framework and alternative project delivery expansion strategy. Developed formal training materials and a 15-chapter oversight manual to strengthen design-build oversight capacity across A & CM- Created and implemented preliminary condition assessment methodology to prioritize repairs, lifecycle investment, and capital scoping decisions. Trained A & CM staff in applying this framework for the $600 million Hurricane Ida program and other large-scale modernization efforts- Institutionalized program-level risk management practices in coordination with senior leadership, ensuring resources are aligned with implementation exposure and performance accountability- Represent modernization programs in executive briefings, elected official engagement, and stakeholder negotiations.
