Strategic executive leader and international affairs professional with more than two decades of experience operating at the intersection of government, national security, international strategy, and complex public-sector transformation. My career spans senior military leadership, diplomatic assignments, global aviation strategy, federal consulting, and municipal executive management, with deep expertise in Latin America and the Caribbean.I have advised senior U.S. military commanders, ambassadors, and government leaders on regional security dynamics, political transitions, transnational threats, and geopolitical competition. As Chief of the Commander’s Action Group at U.S. Southern Command, I helped shape U.S. engagement across Latin America and the Caribbean, coordinating closely with interagency partners and regional stakeholders. My diplomatic assignments in Argentina and Venezuela, combined with extensive hemispheric engagement, provide field-based insight into democratic governance, corruption, security cooperation, economic reform, and China’s growing influence in the region.In executive leadership roles, I have translated strategy into measurable outcomes. As City Manager of Cooper City, I led the development of the City’s first-ever comprehensive strategic plan, aligning long-term vision, fiscal stewardship, and operational priorities to guide sustainable growth and community resilience. Previously, as Deputy City Manager for the City of Miami, I led negotiations that saved over $370M in potential liabilities, executed 23 operational process improvements reducing costs by $6.5M, and helped develop the “Service City, Safe City, Future City” strategic framework. As Chief of Staff at Miami International Airport, I directed global engagement initiatives that strengthened international connectivity, expanded trade relationships across Asia and Latin America, and enhanced the airport’s strategic position in global logistics networks.Across every role, my strength lies in synthesizing complex political and economic dynamics into clear strategy, actionable plans, and measurable results.
