Joseph is a Monitoring, Evaluation, and Learning (MEL) Professional with over eleven years of progressive experience strengthening health systems and delivering evidence-driven results across complex public health programs. He brings deep expertise in project design, performance measurement, program evaluation, adaptive learning, and stakeholder engagement across subnational, national, and global contexts.He has led and supported MEL functions for large, multi-donor health initiatives, working closely with government counterparts at all levels to translate data into actionable insights for policy, programming, and resource allocation.
