Ensures high-quality design and development across the city through policy creation and development review. Leads a small team of Urban Designers collaborating with City staff and stakeholders to prepare and implement a variety of urban design policies, programs, plans, guidelines, and standards. Reports to the Manager of Strategic Initiatives, Policy and Analysis and the Manager of Growth and Development. Key functions:Provides both strategic and design leadership to staff and consultants in the development of Barrie’s new Official Plan, inaugural City-Wide Urban Design Guidelines, and update to the City’s Comprehensive Zoning By-law. Serves an advisory or supervisory role for the completion of a variety of other City projects, including: the Dunlop Streetscape Project; Essa-Bradford Corridor Study; Allandale Mobility Hub; Dunlop Community Hub vision plan; Farmer’s Market Precinct Study; and Waterfront Strategic Plan Update.Works to establish a culture of design through developing process improvements, new programs and standards, including: pursuing future Design Review Panel and Awards programs; educating the public, staff, and stakeholders about Urban Design - including ‘Urban Design 101’ presentations to Council members, leading walking tours across the city for members of the public, and organizing and facilitating design charrettes with the Green Infrastructure Foundation to educate staff and stakeholders on the benefits and applications of green infrastructure.Directly manages development applications for projects with city-wide significance in the Urban Growth Centre and Intensification Areas to ensure high-quality planning and urban design outcomes. Coordinates and performs Urban Design Reviews for development applications not directly assigned.Develops and mentors team members through coaching, delegation of work, and providing feedback for performance of staff.
