Support for the Assistant Director of Economic Growth for the implementation and development of the economic, effective and efficient resident focussed Employment and Skills strategy. Responsible for the strategic and operational management and the resourcing, regulation and national/regulatory accountabilities of the Get Oldham Working Service. Strategic management of regulatory and compliance led Matrix programmes for Get Oldham Working, including the National Careers Service. Lead on strategic development within the GMCA framework, including the negotiation and influencing of other employment support services and programmes in Oldham to get better outcomes for Oldham residents. Lead the linkages between the Council’s Business Support and Inward Investment Strategy supporting business growth and proactive support to employers in Oldham and new investors and other regeneration activities within the Creating a Better Place programme. Responsible for appraisal, staff dev recruitment, development and equal opportunities.

ABOUT JONATHAN PHILLIPS

I’m Jonathan Phillips – husband to the gorgeous Lisa, proud dad to Archie and Ellie-Jae, and a family man through and through. Life’s best when shared with loved ones – especially as the mad little four we are, including Hugo, our golden retriever. Whether coaching, golfing, or just having a laugh with the kids, those are the moments that matter most. I began as a trainee footballer with Manchester United until I was 19 – a life-shaping experience that taught me resilience and drive. Since then, I’ve spent over 25 years in local government, working across economic development, business, skills, European policy, and regeneration. For over a decade, I’ve led Get Oldham Working (GOW) – now a flagship, £2m+ employment and skills service, fully externally funded and reinvesting directly into Oldham. We’ve expanded to 50+ staff across two sites and outreach work, recently securing Matrix Accreditation again.🧠 I also set up GOW Therapy – a placement and mental health support service now delivering hours to over 150 clients, with 50+ trainee therapists supported. It’s been an incredible learning journey, especially in assessments and service delivery. I recently completed my MA in Psychotherapy (MIP), with 750+ clinical hours, and am now entering my UKCP accreditation year – including supervision training and voluntary work in a mental health institute. As part of my MA, I wrote a research paper on mental health and identity in elite sport. Interviewing an ex-world champion boxer and elite rugby player gave me profound insight into my own journey, especially leaving MUFC and the lasting psychological impacts. Outside of work, I coach Santos U15s – last season we were cup winners and finished 2nd in the league after promotion. I also play at Saddleworth Golf Club and won a doubles major with Mark H last year. My goals? Keep growing Get Oldham Working and Jās Psychotherapy, support young people through sport and therapy, and never miss date night with my wife. Most of all, I want to keep making memories with Ellie-Jae, Archie, and our brilliant little team of four – because they’re what it’s all for.
