Serve as the senior leader and primary authority for planning and executing all technical and administrative functions within the N4L4 branch, whose mission is to advocate for the Fleet and Fleet Marine Force in developing, integrating, and sustaining Naval and Joint Expeditionary Health Service Support (NEHSS) capabilities that meet evolving Warfighter requirements. Lead the identification and analysis of capability gaps, emerging needs, and formal NEHSS requirements—overseeing the research, definition, validation, and prioritization of solutions.Coordinate cross-functional strategies with other OPNAV divisions spanning operations, training, logistics, and mission support. Direct branch policy and procedural improvements to optimize program effectiveness, streamline execution, and maximize mission success. Guide execution of key initiatives while fostering a culture of collaboration, strategic communication, and customer-focused outcomes.Anticipate and address strategic challenges by analyzing medical after-action reports and lessons learned, shaping capability development to meet future operational demands. Manage innovative programs aimed at modernizing medical systems, enhancing sustainment performance, and improving total ownership cost (TOC) affordability. Provide expert-level advocacy in NEHSS investment planning, driving Navy-wide capability initiatives and shaping long-term policy.From a resourcing perspective, successfully expanded the Expeditionary Medicine program’s total obligated authority to $611.9M for FY26 and $32.7B across the Future Years Defense Program (FYDP).
