Niemeyer earned a B.A. in Political Science, with distinction, from the University of Kentucky, and graduated from the University of Kentucky College of Law, Order of the Coif, with distinction. He served on the editorial board of the Kentucky Law Journal, and is a member of the Cincinnati and Kentucky Bar Associations, the Financial Services Roundtable and the American Council of Life Insurers. He most recently served on the board of the Association of Life Insurance Counsel where he continues as a member. Niemeyer is licensed to practice law in Kentucky and Ohio. Niemeyer is a member of the Board of Directors of the Cincinnati Art Museum, Bethesda, Inc, a major funder of health care transformation and co-sponsor of TriHealth, the leading integrated health delivery system in Southwest Ohio. He also is on the Advisory Board of the Salvation Army of Greater Cincinnati. He and his family attend Crossroads Church in Oakley/Cincinnati.
