   Responsible for programmatic execution and technical lead of ground communication systems engineers, subject matter experts, integration engineers, project engineers, suppliers and support personnel for the development, integration, acceptance testing, and deployment of the ground communications mission execution systems General Duties: • Provide technical and program management direction for a team of engineers for the development, production, and sustainment efforts to align team, department, program and business key short and long-term goals and objectives while working with external suppliers, and cross functional integrated product teams • Technical lead for ground communications mission execution systems architecture development, procurement, integration and validation, sustainment, acceptance testing and handoff to both internal and external customers • Responsible for Earned Value (EV) measurement performance and reporting of progress toward goals, resource allocation, coordination and management of technical work efforts, proposal development and generation, contract negotiation, and baselining of schedule and cost activities • Accountable for Risk, Issue, and Opportunity Management process, mitigation step planning and execution, closure activities, continuous drive to improvement, and finding areas of business expansion and opportunities • Ensure flow-down of customer requirements and specifications are properly allocated, executed, validated, prioritized and achievable to produce actionable plans, planning and implementation strategies • Act as a primary liaison to customer counterparts in leading technical and programmatic activities to include quarterly Technical Interchange Meetings (TIMs), Critical Design Reviews (CDR), weekly/monthly tag ups status
