About Jonathan Bernal
Seasoned infrastructure specialist with 15+ years of experience leading complex structuring, private capital mobilization, and transport sector reforms across Latin America and the Caribbean. Proven track record mobilizing US$30B+ in private investment, structuring US$25B portfolios, and leading national regulatory and institutional reforms in senior leadership roles, including Vice President at Colombia’s National Infrastructure Agency (ANI) and positions within the National Planning Department (DNP). At ANI, In my role as Vice-president I structured and signed USD 1.56B+ in infrastructure deals, in addition a bidding process for USD 800M flagship railway through innovative risk-sharing mechanisms. At DNP, I lead a US$1.25B World Bank Development Policy Financing with transport and energy reforms and results‑monitoring frameworks. My Expertise spans project finance, ESG-aligned structuring (achieving 20% emissions reductions in rail projects), and energy transition strategies, with deep experience advising governments, multilateral banks (IDB, World Bank), and institutional investors. Originated US$1 Billion+ pipeline of bankable projects in Brazil, El Salvador, Bolivia, Colombia, leveraging blended finance (loans, equity, guarantees), with a focus on bankability and risk‑sharing, I support technical and ESG due diligence as well as the prioritization process for scaling with co‑financing schemes. Support country sector dialogues and pipeline development by identifying, designing, and preparing loans and technical cooperation projects across the region, in coordination with transport specialists and national counterparts. Co‑led creation of a new strategic area within the Transport Division (TSP) to enabling private investment in transport and services to support the implementation of the IDB’s IMPACT+ strategy.
