ABOUT JON BARNARD
I help public‑sector organisations deliver complex transport, housing and regeneration programmes—on time, on budget and with robust governance.A Project Manager & Civil Engineer with 20+ years’ experience, I specialise in client‑side delivery from inception to ribbon‑cutting: shaping strategy, building the right team, setting realistic programmes, and managing risk, cost and change through to completion. With a reputation for being pragmatic in approach to delivery strategy, I enjoy working with and supporting clients to deliver their projects in a coordinated and cost efficient way.I have been fortunate to have led and worked on six Development Consent Order planning applications in the Eastern Region and a wide range of highway, development and flood defence projects throughout the UK.Delivery StrategyKnowing how to get from inception to ribbon cutting in the most effective way reduces risk, cost and time. I enjoy working with clients in master planning workshops identifying key risks, milestones and constraints on delivery. Working up innovative solutions providing tools for client teams to adopt and always being on hand for a friendly piece of advice. Project ManagementI have been fortunate in my career to have worked with a wide range of specialists from transport modelers and environmental scientists to Planning Lawyers and Queens Council. Understanding each member of the team\'s processes and concerns enables me to make decisions in an informed and measured way. This enables me to ensure the programme and resources are managed effectively.Programme ManagementThe programme is at the center of a successful project, having a clear defined path on complex ever changing projects is key. I work together with Greyfriars programme managers using my experience to develop robust and realistic programmes. Project Health Checks and independent adviceI particularly enjoy being an independent project specialist providing guidance to help clients make informed decisions. The role includes meeting new people, learning about the clients\' exciting project and supporting them by identifying areas that are doing well and areas that need strengthening. I then produce a confidential report with findings and recommendations which can be used to demonstrate good governance and that the project is on track. This can be particularly useful when identifying additional resources that are required when reporting to a project board.A project health check ensures the project moves to the next stage in a prepared and informed way.
