Provides direct leadership in the development, management and interpretation of agency Real Estate acquisition, relocation, property management, air rights, outdoor advertising control (OAC) and junkyard control (JC) policies, MAP-21 and FAST Act provisions and other guidance/directives to other FHWA Offices, Division Offices and other Federal Agencies for national perspective and consistency in application. Exhibits thorough knowledge as the nationwide subject matter expert for OAC and JC programs under the Highway Beautification Act of 1965 (HBA), and of Environmental Justice and Civil Rights issues, where they intersect with Realty programs. Responsible for development of FHWA policies, regulations, procedures, and guidelines and the delivery of program assistance related to OAC and JC programs. Advises international colleagues of HBA requirements. Leads program, research and interagency coordination activities related to OAC and JC programs. Directs OAC and JC policy implementation, guidance and interpretation of program requirements to other FHWA Offices, Division Offices, other Federal Agencies, State DOTs and special interest groups. Advises whether communication disseminated from HEPR and FHWA is compliant with Title 23 U.S.C, Code of Federal Regulations (CFR), HBA and Federal/State Agreements (FSA). Promotes OAC, JC, EJ, and CR proficiency by developing and presenting trainings and webinars to FHWA staff, State partners and special interest groups. Assists Resource Center in delivering technical OAC and JC trainings. Initiate brown bag lunch education session and site visit for HEPR on the OAC program. Demonstrates ability to concisely explain relevant technical matters by drafting and presenting briefs for Office of FHWA Administrator, Office of the Chief Counsel, Office of Highway Operations and Associate Administrator for Planning, Environment, and Realty on controversial OAC and alternative ROW issues.
