I hold a Ph.D. in Project Management and am a retired Lieutenant Colonel with a background in Civil Engineering and over 20 years of experience leading high-impact projects in military intelligence, international cooperation, and strategic transformation. My professional journey spans the defense and civilian sectors, connecting mission-critical planning with people-centered execution. I specialize in project governance, crisis and risk management, stakeholder engagement, and data-informed decision-making. I led large-scale technology transformation projects for Colombia’s Military Intelligence System, impacting over users and managing budgets exceeding USD 30 million. I also coordinated inter-institutional cooperation strategies with over 25 national and international partners.
