About John Obryan
With over 15 years at the intersection of technology, policy, and international development, I help organizations harness digital innovation—including AI and emerging technologies—to drive sustainable, global impact. As Program Manager for USAID’s Office of Digital Technology, I’ve built and led a high-performing strategic engagement and communications team, shaped USAID’s first Digital Strategy, and helped guide digital transformation efforts in partnership with Missions and teams operating in over 80 countries. My work centers on forging strategic partnerships with governments, industry leaders, and multilateral organizations. I’ve mobilized millions in resources—including a $6M private sector donation for Ukraine’s digital resilience—and served as USAID’s global relationship manager for Microsoft, Google, Meta, IBM, Cisco, and others. I’m experienced at translating complex digital and AI policy issues into actionable strategies, and advising on the risks and opportunities presented by emerging technologies. I’m committed to building capacity and advancing thought leadership in the sector. I’ve designed and delivered award-winning training programs on digital development, AI, and responsible tech, equipping 500+ staff globally. My experience includes producing high-profile global events, leading cross-functional teams, and driving organizational learning around the future of digital transformation. With a background in international economics and digital communications, I thrive where technology, strategy, and storytelling intersect. I’m always open to collaboration, new ideas, and conversations about how digital innovation can drive positive change. Let’s connect to explore new ways to advance responsible digital transformation.

Apr 2014 — Present · Washington, DC, US
As Knowledge & Insights Team Lead, I direct a strategic communications and engagement team which works to advance responsible digital transformation across USAID’s global portfolio and within our partner countries. I co-led the development and launch of USAID’s first Digital Strategy, helping to shape the Agency’s approach to digital development, AI, and emerging technologies. My responsibilities include project design, product management, technology enablement, and leading external and internal communications to ensure alignment around key priorities.I design and deliver award-winning training programs, equipping 500+ professionals globally with tools for responsible digital transformation and AI adoption. I spearheaded the Digital Development Advisors Program, building a global network of technical experts and fostering ongoing collaboration and knowledge sharing within the Agency. As USAID\'s Global Relationship Manager for leading technology companies, such as Microsoft, Google, IBM, Meta and Cisco, my role also centers on resource mobilization and negotiation. For example, I facilitated the donation of $6M in critical communications equipment to support Ukraine’s digital resilience. I have also led multi-stakeholder initiatives to promote responsible technology adoption and alignment with emerging digital standards. For example, I launched and led the Principles for Digital Development campaign which engaged over 500 individuals and ultimately led to the endorsement of more than 300 organizations worldwide.Additionally, I organize the annual Global Digital Development Forum, convening over global leaders to advance thought leadership, showcase project development, and build cross-sector partnerships in the digital development field.
