Lead the regional growth of cross-sector initiatives at the intersection of housing, electrification, workforce development, and community health across Alameda, Contra Costa, and Marin Counties- Led the design and implementation of equitable electrification strategies that secured more than $2.1M in annual funding and expanded access to clean energy improvements for low-income households across the region- Built public-private partnerships with BayREN, local governments, and regional collaborators to translate decarbonization goals into practical implementation, benefiting more than 100 households each year- Helped pilot a first-of-its-kind partnership between publicly funded home intervention programs and AI startup DwellSafe to scale clinical assessment and home safety modification planning for hundreds of low-income households- Expanded the Big Skills Program into an integrated service-learning model that combines modular housing production, workforce training, and community development- Built and sustained partnerships with faith-based organizations, local governments, and nonprofits that now generate more than $3.3M annually in joint-venture projects and support the delivery of housing, workforce training, and social services in historically underserved communities- Designed scalable partnership and funding models that support long-term program growth, including coalitions such as Healthy Homes East Contra Costa County and implementation aligned with HUD’s Older Adults Home Modification Program.

ABOUT J. W. FRYE
With more than fifteen years of experience leading cross-sector public benefit initiatives, I help institutions, communities, and partners turn ambitious ideas into durable programs, partnerships, and operating models. As Chief Executive Officer of Rebuilding Together East Bay Network, I lead regional strategies across housing, electrification, workforce development, and community health in Alameda, Contra Costa, and Marin Counties. My work centers on identifying shared public outcomes across sectors, designing partnership structures and funding models around those outcomes, and building the conditions that make implementation possible. I am especially drawn to opportunities where systems are fragmented, incentives are misaligned, or public value is constrained by narrow institutional thinking. I tend to work as both an architect and a closer: designing the structures that make new models possible, then securing the funding, political buy-in, interagency alignment, and partner participation needed to bring them to life. Across my work, I aim to build durable systems by designing around other people’s constraints and developing the staff, students, and civic leaders who can carry the work forward. My motto is to learn by doing and master by teaching. The best part of my work is helping others recognize that they can shape systems, not just work within them.
