Emergency Management (EM): As outlined in code; the preparation for and carrying out of all emergency functions, other than functions for which the military forces are primarily responsible, to mitigate against, prepare for, respond to, and recovery from emergencies and disasters, and to aid victims experiencing infuries and damages from disasters, caused by all hazards, whether natural or technolocial (man-made), and to provide support for other emergency response such as search and rescue operations. Additional responsibility for all financial aspects and supervision of these two department, and spervisiong, the certification, and qualifications over volunteer programs and emergency works.
