Mr. Muñoz is the Project Manager for a $1.8M contract leading financial, legal and other technical advisors in the completion of a variety of tasks for NDOT including review of an unsolicited design-build proposal for improvements along the I-80 corridor with a cost of over $400M and completing a comprehensive update to NDOT’s alternative delivery procedures manual.Advisor, Illinois Department of Transportation Design Build and P3 Advisory Services, 2017 to the present. Mr. Muñoz is the Project Task Leader for a $11.1M contract leading financial, legal and other technical advisors in the completion of a variety of tasks for IDOT including development of a alternative delivery procedures manual and performing feasibility analysis for the potential bridge bundling and highway lighting design-build projects.Advisor, Pennsylvania Department of Transportation (PennDOT), Rapid Bridge Replacement Project, 2013 – 2015. Mr. Muñoz has successfully assisted PennDOT in the development of commercial and technical procurement documents for an approximately $900 million, 558-bridge replacement project with a 25-year lifecycle maintenance obligation to be delivered using the availability payment design-build-finance-maintain delivery method. The project achieved substantial completion on January 2, 2019 with all 558 poor condition bridges being replaced.
