About John Monaghan
Colonel Monaghan is a 25 year Law Enforcement veteran. His recent appointment as Colonel of Massachusetts Environmental Police came after retiring in 2020, from NH law enforcement. During the interim John worked as the Director of Partnerships consulting at All Aces Inc a Boston Based Organizational Development and Leadership firm where he was a lead facilitator in resiliency factors. Following that tenure John became a consultant for the Center for Policing Equity where he fostered cultural change by developing collaborative data exchange protocols and facilitating transparent information flow to drive meaningful change in public safety practices. He began his career in law enforcement in as a patrolman in Lebanon New Hampshire, in 2002 he became a State Trooper serving communities in rural New Hampshire. In 2012 John became the Chief of Police in Franconia where he focused on building community. In 2018 John became the Chief of Police in Moultonborough where he engaged his department to learn how to work in their community using the principals like procedural justice. John holds a master’s degree from Antioch University in leadership and management and an undergraduate degree in resource management from Sterling College. John regularly teaches workshops and presented a Ted Talk on mental health and wellbeing for law enforcement. He is a Guide with the Boulder Crest Foundation Teaching Post Traumatic Growth Workshops as well as a Subject Matter Expert teaching Wellness and Suicide Prevention for SAFLEO a Bureau of Justice Assistance Program. He was featured in the 2019 The Nantucket Project (TNP) documentary film “The Box”. And was named a TNP fellow in 2023 and 2024. John is married to wife Tricia and is the proud father of Matthew and Eve. In his spare time John enjoys riding bikes of all kinds, throwing his hat in the ring at local races, skiing during the winter months and performing in Portsmouth’s local comedy scene.
