He has over 30 years of experience in planning and environmental analysis for transportation projects and is well-versed in transportation NEPA issues and analysis techniques. He has worked on and managed numerous transportation planning and environmental planning projects for cities, counties, and state departments of transportations. His responsibilities have included managing staff, subconsultants, and budgets; technical analysis and writing; and public and agency involvement. His background includes major environmental impact statements (EIS), environmental assessments (EA), Categorical exclusions, transportation plans and studies, corridor plans linked to environmental approval, coastal management plans, and permitting.
