What if someone nearing completion of their 5th degree with leadership roles in each of engineering, business and change management actually figured out how to make every shutdown / turnaround / outage / TAR / TA (STO) cost and schedule outcome predictable, and then made the results repeatable on future STOs? I\'ve worked on three continents with refiners: BP (Australia), Cenovus (Canada & USA), Chevron (USA & Eurasia), ExxonMobil (Canada & USA), Shell Canada, Suncor (Canada & USA) and Valero (Canada & USA) as well as multiple global chemical, fertilizer, explosive and mining companies to develop a repeatable STO process of shifting a site from their previous 4th quartile cost and schedule outcome to a 1st quartile STO performance. At the 2025 MainTrain Maintenance and Reliability conference I presented on STOs and I asked the audience which STO is more work to prepare and execute, a 1st quartile or a 4th quartile STO? Everyone in the room picked a 1st quartile STO. Let\'s think about that, a 1st quartile STO runs like a well oiled machine, the site is is aligned on what needs to be done, when to do it and most importantly how to do it. A 4th quartile STO is a constant battle to prepare and execute with the average 4th quartile STO exceeding their budget and schedule by 20%, or more. Whereas, a benchmarked top tier 1st quartile performer (best of the best) will prepare and execute their STO 4% under budget and schedule. So which one is truly more work to prepare and execute? It takes me 24 months (individual effort) to shift a High Complexity STO from a previous 4th quartile cost and schedule outcome to a benchmarked 1st quartile cost and schedule performance. Quantifiable STO preparation and execution cost reduction + increased revenue equates to savings of $20M -$30M per $100M of STO spend. So for a $300M STO the total cost savings is $60 -$90M USD, and the taught process is repeatable on subsequent STOs. How would achieving a benchmarked 1st quartile STO performance on your next STO impact your plant\'s profitability, uptime percentage, your product marketing/trading group, your career?
