Responsible to the Board of Directors for the implementation of policies and programs intended to improve the general welfare of all individuals served including children, adults, families, and veterans in need of case management services. Supervise all agency programs and services as well as manage all non-programmatic aspects including business, contracts, purchasing, budgeting, financial, personnel, benefits and operations. Developed and implemented a comprehensive strategic plan process which utilizes a combination of growth and diversification strategies to strengthen our infrastructure and competencies in three strategic areas. This includes use of a Balanced Scorecard as a strategic management tool. Provide direction, coordination and supervision in plan development to further expand and/or modify programs and services to best meet the everchanging needs of the individuals we serve including children, youth and adults with mental health disorders, substance abuse, medically complex needs, disabilities, court-involved individuals, the elderly, and veterans. Actively promote and participate in state and local community program planning through membership in professional organizations and interagency committees. Lead projects and initiatives, such as working with Developmental Disabilities Administration towards the closure of Rosewood Center and successful transition of 166 individuals to residential settings of their choosing and working with the Frederick County Government to organize, develop, and implement the Frederick County Veterans Treatment Court. Lead agency in the successful completion of the Standards for Excellence® accreditation program with commendations. SCI’s programs and services, management, fundraising and financial practices were subjected to in-depth examination prior to earning accreditation.
