   Oversee the development and implementation of operations and management plan for all power island commissioning and startup activities including performance testing and acceptance. Provide input on detailed design engineering phase to ensure stable and environmentally compliant power plant operations during all construction, commissioning, and SIMOPS phases of the project. Develop pre-commissioning, commissioning and project completion schedules with project scheduler. Develop cost estimates for Start-up and Commissioning Group\'s scope of work. Determine manpower requirements and direct subcontractor and personnel assigned. Manage the development and implementation of training program for Power Island employees. Interface with local agencies as needed to facilitate successful project completion. For the facility, coordinate all catalyst and chemical first fills with segment stakeholders to ensure that needed quantities are on site for scheduled system startup for Acid Gas Removal, Molecular Sieve Dehydration, and Mixed Refrigerant Storage (ethylene, propane, iso-pentane, methane, nitrogen). For the facility, coordinate the spare parts inventory movement to ensure potential impacts are minimized and that unused material stays preserved in a new and clean condition for turnover after project completion. The power island is composed of an LM2500 in simple-cycle, 5 combined-cycle 7EA combustion turbines along with their 3-pressure non-reheat HRSGs, a pair of A200 steam turbines, ACCs, and required auxiliary equipment. Demineralized well water via UF, Reverse Osmosis, and EDI processes provide makeup water to the steam cycle. Power is delivered to all facility loads via high voltage gas insulated switchgear and underground transmission. System stability ensured by a state-of-the-art energy management system (EMS).
