Over 40 years’ combined military and contractor experience supporting the Department of Defense (DOD) in financial management, Intercontinental Ballistic Missile Launch Officer, Space Lift, Command and Control, and Missile Warning/Missile Defense. Extensive experience in program/project management and government funding processes. Significant planning, programming,budgeting, and execution (PPB & E) experience throughout entire 26+ year military career as a budget analyst, resource adviser, and cost center manager. Experienced in preparing inputs for Combatant Commander\'s Integrated Priority List (IPL), Future Years Defense Program (FYDP), Program Objective Memorandum (POM), budget, and unfunded requirements. Highly skilled in end of fiscal year (EOFY) planning and preparation with an above average success rate for funding. Developed, coordinated, executed, and evaluated on- and off-base disaster/contingency response exercises. Led Wing planning and participation in higher headquarters and DOD exercises. Reviewed Wing contingency operations policies and procedures for effectiveness and applicability. Interacted and coordinated exercises with Cities of Lompoc and Santa Maria, Santa Barbara County, and the State of California, as well as, Federal Emergency Management Agency (FEMA) and Center for Disease Control (CDC).

   Lead full-time contractor team of 46 personnel on four contracts located on six military installations and in three states. Senior Missile Warning Policy Analyst and Subject Matter Expert supporting Global Sensor Management, Missile Warning (Strategic, Theater, and Shared), and Space Domain Awareness for USSPACECOM. Duties include supporting USSTRATCOM, NORAD, USNORTHCOM, USCENTCOM, USPACOM, and USEUCOM; Shared Early Warning (SEW) support to several partner nations; maintaining publications; Automated Message Handling System messages; Theater Event System exercises; Missile Warning-Missile Defense integration; and planning and logistical support for several 75-125 person conferences each year. Review and prepare inputs for Operations and Support plans. Prepare, coordinate, and review staff packages within USSPACECOM, between CCMDs, with Joint Staff, and OSD. Work with Task Management Tool on a daily basis to identify incoming tasks, assign, and track progress. Interact with same organizations plus partner nations and US State Department in support of SEW. Develop and monitor contract budget; track labor hours and travel; and prepare progress and status reports for the prime contractor, company, and customer. In addition, has managerial responsibility for personnel assigned to other contracts on Offutt Air Force Base. Had managerial responsibility over several prior contracts as well.
